Overview

Our State Government Practice Group (SGPG) is seeking an experienced IT Strategy and Operations Consultant to lead and support technology assessment, planning, modernization, and implementation support initiatives for our government clients. This role will help clients evaluate current-state IT environments, identify operational and technical improvement opportunities, develop practical future-state recommendations, and translate recommendations into actionable roadmaps. The ideal candidate will bring experience across IT strategy, IT operations, business process improvement, technology governance, enterprise systems, and client-facing consulting delivery. You will immediately assist the government of Guam and future state government clients by:

  • Assessing current-state IT operations, governance structures, service delivery models, business processes, applications, infrastructure, and staffing approaches to identify strengths, gaps, risks, and improvement opportunities.
  • Developing practical IT strategic plans, operating model recommendations, future-state concepts, and multi-year implementation roadmaps that help clients close maturity gaps and improve service delivery.
  • Conducting IT management, infrastructure, application, data, governance, and process assessments and providing detailed recommendations for improvement, including implementation plans and roadmaps.
  • Assessing underlying systems, infrastructure, and data networking environments to identify modernization needs for related hardware, software, connectivity, security, resilience, and scalability.
  • Conducting business process mapping and analysis to identify opportunities for process improvement, automation, and alignment with technology solutions.
  • Collaborating with business and IT leaders to help ensure technology investments support enterprise goals and deliver measurable value.
  • Facilitating workshops, interviews, governance discussions, and decision-making sessions with technical and business stakeholders to build shared understanding and support practical implementation.
  • Managing technology planning, selection, implementation support, and operational improvement projects to help clients align decisions with business needs, governance expectations, and technical requirements.
  • Supporting modernization planning for enterprise platforms, cloud services, data environments, and core business systems, including integration, scalability, security, and organizational readiness considerations.

You should have experience leading technical and operational workstreams for large-scale government technology initiatives, including assessment, planning, roadmap development, and implementation support. You will bring a mix of exceptional organizational and self-management qualities, strong leadership capabilities, effective written and verbal communication skills, and a willingness to travel.

The candidate filling this position can be located remotely, anywhere in the United States, or can be located in any one of our physical offices.

Travel Expectations:  The candidate filling this position must be able to work within Guam Chamorro Standard Time

You Will

As an IT Strategy and Operations Consultant for our current and future state government IT department client projects, you will:

  • Lead and support the delivery of services to clients on time, within scope, and within budget, including assigning and managing staff and creating work products.
  • Serve as project manager and/or lead client projects across the country, supporting client work and deepening team knowledge.
  • Develop project deliverables for clients.
  • Lead the development and execution of IT strategy, operating model, governance, modernization, and roadmap deliverables that support organizational transformation and improved service delivery.
  • Provide technical and operational leadership to project teams, helping translate client needs, assessment findings, and modernization priorities into clear deliverables and practical recommendations.
  • Develop practical modernization plans for infrastructure, network, hardware, and software environments that align technical improvements with business needs, operational priorities, security expectations, and implementation constraints.
  • Stay current with emerging technology trends and evaluate their potential impact on client environments.
  • Support business development activities, including proposal development, client presentations, and thought leadership.
  • Communicate project and delivery status to our clients, team members, and other stakeholders, including the facilitation of client meetings.
  • Work with BerryDunn contractors to help ensure their proper delivery of project deliverables.

As an SGPG team member, you will:

  • In partnership with our internal team, support business development and opportunity management activities to respond to state government IT department opportunities.
  • Participate in marketing and business development activities, including writing blog posts and participating in prospective client business development meetings.

You Have

  • 10+ years of experience in IT strategy, IT operations, technology consulting, enterprise systems planning, IT governance, or related roles.
  • Successful experience leading large-scale government technology initiatives, including IT assessments, strategic planning, process improvement, systems modernization, cloud migration, or enterprise platform implementation support.
  • Working knowledge of IT strategy, IT service management, governance, business process mapping, enterprise systems, infrastructure environments, data networking, cloud architecture concepts, integration approaches, and technology modernization practices.
  • Relevant certifications or training in IT governance, IT service management, project management, cloud platforms, enterprise architecture, business analysis, or major enterprise systems are a plus.
  • Familiarity with IT governance, risk management, and compliance standards (e.g., COBIT, NIST, and ISO).
  • Experience facilitating meetings and public speaking with large groups in person as well as in a virtual environment.
  • Ability to balance multiple assignments and achieve quality results in a timely manner.
  • Willingness to work in a small team setting, often developing deliverables for managerial review on your own.
  • Demonstrated critical thinking and logical reasoning skills.
  • Ability to build and sustain positive working relationships with diverse teams across multiple time zones.
  • Ability to draft client-facing reports/communications in a professional/constructive manner.
  • Strong business and technical writing skills (samples might be required).

Compensation Details

The base salary range targeted for this role is $125,000–$150,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications in excess of the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
