Overview

The Medicaid Enterprise System (MES) Manager leads and supports delivery of complex MES-related consulting services for HHS agencies. This role primarily supports our U.S. Territory-based clients, combines client leadership, delivery execution, and subject matter expertise to support MES and service-related modernization initiatives. The MES Manager operates across engagements in both lead and supporting roles, driving delivery outcomes while navigating complex stakeholder environments that include government agencies, system integrators, and federal partners.

 

The primary area of focus for the MES Manager role is support of MES initiatives in Puerto Rico, including system modernization efforts, vendor oversight, and program-level advisory. This role will play a key project, program, and at time portfolio manager level role, and in doing so will help ensure delivery quality, stakeholder alignment, and execution consistency across MES initiatives.
 
The role requires the ability to translate policy, operational, and technical requirements into actionable execution, manage delivery risk in high-visibility environments, and provide clear, credible guidance to SMA and federal-partner clients. The successful candidate will bring deep MES domain expertise, strong program and project management leadership, experience operating within a consulting services delivery model, and prior experience interfacing with both federal partners and SMAs. Successful candidates must also possess the ability to adapt best practices to the operational realities, scale, and capacity of a U.S. territory Medicaid agency.

 

This position offers flexibility in work location, with the resource able to sit remotely or in one of BerryDunn’s offices, depending on preference. Regardless of location, the role requires regular collaboration with distributed teams and travel to client sites, generally expected to range from 25–50%, depending on engagement phase and client needs.

You Will

  • Lead and support delivery of Medicaid Enterprise System initiatives for State Medicaid Agencies (SMAs) and other Health and Human Services (HHS) agencies, including system modernization, implementation oversight and program advisory
  • Serve as a key client interface, providing guidance to agency stakeholders and supporting informed decision-making
  • Manage and coordinate across complex, multi-stakeholder environments, including vendors, system integrators, and government entities at territory, state, and federal levels
  • Support vendor oversight, performance monitoring, and implementation activities to help ensure alignment with program objectives
  • Identify, manage, and communicate project status, risks, and issues driving timely resolution and maintaining stakeholder alignment
  • Lead and support the development and maturation of program and project governance structures, including PMO- or PgMO-aligned frameworks
  • Lead and contribute to strategic planning, funding and acquisition, program and project management, and vendor management services
  • Lead and contribute to the development of key MES deliverables such as Concepts of Operations (ConOps), Advance Planning Documents (APDs), MES Roadmaps, MITA State Self-Assessments (SS-As), Requests for Proposals (RFPs), and engagement and federal reporting artifacts
  • Provide subject matter expertise in Medicaid domains such as eligibility and enrollment, claims, financial management, and provider management, advising on impacts of federal regulations, State Plan Amendments (SPAs), waivers, policy changes, operations, and process improvements
  • Provide system and implementation expertise including knowledge of Medicaid and HHS vendor marketplace, procurement processes, and system implementation life cycles
  • Support system integration and interoperability efforts, including coordination with federal data hubs and integration across MES modulars and related human services programs (e.g. SNAP, TANF)
  • Lead, develop, and manage staff in support of their professional development journeys and engagement responsibilities
  • Contribute to business development efforts and practice growth initiatives

You Have

  • 10-15+ years of experience in Medicaid, Health and Human Services (HHS), or public sector consulting
  • Significant experience supporting Medicaid Enterprise Systems (MES) initiatives, including large-scale modular system implementations
  • Demonstrated  experience  delivering within a consulting services environment, including strategic planning, funding and acquisition, program and project management, and vendor management services
  • Proven ability to manage complex, multi-stakeholder environments, including government agencies, vendors, system integrators, and federal partners
  • Experience managing or overseeing vendor performance, accountability for delivery outcomes
  • Experience engaging with and advising executive-level stakeholders at the HHS and Medicaid territory, state, and/or federal levels, including the ability to influence decisions and communicate effectively
  • Experience working within structured project, program, or portfolio governance frameworks (e.g. PMO or PgMO)
  • Demonstrated experience leading project teams including mentoring, coaching, and performance management
  • Ability to lead cross-functional teams and contribute to a collaborative, high-performing team environment
  • Strong knowledge of and experience with Medicaid Management Information Systems (MMIS), Eligibility and Enrollment (E&E) Systems, and/or other modular Medicaid and HHS agency-level IT solutions
  • Proven ability to adapt to shifting priorities and evolving client needs in a fast-paced environment
  • A collaborative, team-oriented approach and the ability to work effectively with cross-functional stakeholders and vendor partners
  • Strong active listening skills, with the ability to understand client and team needs, respond with empathy, and incorporate feedback constructively
  • Ability to manage multiple concurrent workstreams, often with limited notice, while maintaining high-quality standards and meeting critical deadlines

Compensation Details

The base salary range targeted for this role is $150,000-$180,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
