Overview

The MES Strategy Lead provides leadership and advisory expertise in various areas and functions of a Medicaid System and brings a comprehensive understanding of Monolithic MMIS, Modular Systems, Cloud Technology to charter the transformation journey for the Guam MES Portfolio. The Strategy Lead is responsible for leading strategic business activities and investment opportunities. In collaboration with Portfolio Leaders, it provides thought leadership in defining the outcomes-based delivery strategy.  

 

The Strategy Lead shall be responsible for requirements as they relate to the various identified modules working with multiple State Medicaid agencies as well as related vendor selection and on-boarding activities. Extensive experience with MES Modernization Process, its challenges, and creative problem-solving skills.. This role will be dedicated to support Guam and other territories and will likely handle the duties over multiple modules such as Provider, Interoperability, Claims, Financial, Pharmacy Benefit Management (PBM), System Integrator and other MMIS modules as identified.

 

Successful candidates should be willing to support Guam, which will minimally require supporting the client from 8 am to 12 pm Tuesday through Friday Chamorro Standard Time (ChST). Some relocation options may be available.

 

Travel Expectations:  50% on-site, possibly increasing during key project phases; Hawaii location preferred

You Will

  • Provide medical, clinical, scientific, regulatory, and product development leadership and advisory expertise.
  • Collaborate with cross-functional teams to align efforts and drive results.
  • Monitor and evaluate the progress of strategic initiatives and drive the transformation journey by owning the MES roadmap.
  • Provide guidance and support to project teams to ensure successful execution of strategies.
  • Act as a liaison between different departments to facilitate collaboration and ensure effective communication.
  • Conduct regular performance reviews and providing feedback to team members.
  • Stay up to date with industry trends and best practices to continuously enhance knowledge and skills in strategy execution. 
  • Oversee, facilitate, and manage identified MMIS module RFP requirements.
  • Manage business analyst resources, assign tasks, and oversee work product and their completion.
  • Provide expert guidance ensuring the policy and business rules defined by the State are correctly captured in the State’s RFP and any resulting contract.
  • Serve as a senior business expert with a strong understanding of the vendor marketplace and various business applications.
  • Facilitate meetings with the client, vendor, and team to assist in identified activities, RFP development, and procurement support.
  • Develop, edit, and present summaries, reports, and presentations of complex data for the team and client.
  • Have frequent, clear, and consistent communication with the client, team members, vendor, and direct reports.
  • Perform assigned administrative tasks efficiently and effectively, asking questions when instructions are unclear

You Have

  • Minimum of five years of experience working with HHS systems, a state Medicaid agency, and/or a large healthcare organization.
  • Minimum of five years of experience working with a state Medicaid agency on the modernization initiatives and familiarity with Advance Planning Document (APD) process on latest CMS certification management process.
  • Strong knowledge and experience working with clients to define RFP requirements, contract vehicles such as NASPO and OMNIA.
  • Experience working with SMA program defining RFP requirements for a provider, interoperability, Claims working with an HHS program to develop a health IT related RFP.
  • Strong written and verbal communication skills and an ability to liaise with State and Federal agencies.
  • Mandatory experience managing an organizational unit of at least two full-time employees.
  • Experience and/or knowledge of RFP scoring methodologies
  • Bachelor's Degree (BA/BS) and preferably with a master’s degree (May substitute fifteen years of applicable experience for degree).

Preferred Qualifications/Experience (in addition to the above):

  • TOGAF Certification and Practitioner knowledge
  • Familiarity with DMBOK Standards
  • PMP or equivalent project management certification
  • CSM or equivalent agile certification
  • Prosci or equivalent change management certification

Compensation Details

The base salary range targeted for this role is $130,000 - $145,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
